In June 1995, during a revival in Catania Sicily Italy, the Lord called Elder Blackman to ministry and audibly instructed him according to Matthew 28:19 by saying “Go ye therefore and teach all nations”…       

                                                              

The ministry began with an audible voice of the Lord in the midnight hours saying, “On your 30th Birthday fast, I’m going to tell you something.” On July 14th, 1999 Elder Blackman had fasted as the Lord instructed and waited the entire day until midnight. On July 15th, shortly after midnight Lady Blackman walked into the room and said, the Lord told her to tell him that “The name of your church is God’s Perfecting Church of True Deliverance”; and so, the ministry was birth July 15th, 1999 in Atsugi Japan and serves as a multi-cultural ministry for missions, pastoral care and counseling.

 

Our focus is on seeing lives delivered and set free from the bondage of evil; walk a life of freedom in Jesus Christ and abide in the perfection (upright mature nature) of God.

In May 2001, while stationed at Naval Station Guantanamo Bay Cuba, Sister Penny Prater introduced Elder Blackman to Apostle Clayton Cowart through a phone call and in June 2001, they met in Auburndale, Florida; there was an instant connection in the spirit and the Blackman family met and fell in love with the ministry and Man of God. Throughout the process Elder Blackman knew that God had given him true Apostolic direction and vision towards uniting with Church of God the Bibleway, Inc.

 

In November 2002, Elder & Lady Blackman was ordained and licensed under Church of God the Bibleway and continued to serve as a Lay Leader and pastor for the U.S. Navy Chapel Services in Guantanamo Bay, Cuba and London England.

 

In November 2007, Elder Blackman retired from the U.S. Navy and was appointed to the newly elected position of Foreign Missions Overseer. He and Lady Blackman have worked to support foreign vineyards across the globe in places like Cuba, Dominican Republic, France, Germany, Guam, Haiti, India, Italy, Kenya, Nigeria, Saipan, Singapore and Uganda.
